Much time and many resources of the Tribes are involved in these external conflicts limiting the effort the Tribal Government has to attend to internal business, and promoting a better way of life within the Tribes own traditional system. The State and Federal Governments have historically been able to squeeze Tribes individually without the knowledge and experience of the other Tribes. Any attempt to negotiate has many times been at a severe disadvantage. WHEREAS; The attempt by these external governments are growing more menacing to Tribal survival, WHEREAS; Individual Tribes are often overwhelmed in any attempt to negotiate with the external governments power and claimed authority, and, WHEREAS; Each Indian Tribe value their unique tradition, sovereignty and values and are often forced to emphasize the difference to avoid unfortunate precedents, and WHEREAS; Great strength exists in the many Tribes each with their own particular history of dealing with these external governments, collectively much knowledge and experience has been accumulated, and, WHEREAS; The needs that each Tribe has in common with the other Tribes are many such as the need to protect sovereignty and the Tribes tradition of independence from outside interference in internal affairs, and, WHEREAS; Increased efforts by external governments have increased the threat to Tribal survival and WHEREAS; Protective legislation by the United States appears more doubtful than before and attempts to clarify by the judicial process has often presented more risks than benefits, and, WHEREAS; Some external government representatives now believe the negotiation process can provide more permanent solutions, and, WHEREAS; If the Tribes unite in the areas where they can agree and carefully avoid involving all the tribes in either internal tribal matters or in any dispute between tribes the strength of that unity will improve the opportunity for improvement of all Tribes. NOW, THEREFORE, BE IT RESOLVED that the delegates here assembled declare the need to find unity of Tribes on issues common to all tribes be an urgent priority to be continued and perfected.
